I am totally unsure about what the expected outcome of this ticket is. The linked thread discusses about 4 or 5 possible changes.

I need to know which needs to be done because it will effect modLoader.

If we come to an understanding, I am willing to make the fixes myself. But I don't know what is best.

Moving to 1.1 to ensure less BC issues on initial relase. In 1.1 will address file name appendages, etc

Kohana 2.0 doesn't load lang files like that.
