User Guide wiki does not process new user registrations

Description

The new user registration for the user guide wiki does not appear to be working.

After submitting the registration form, the form is redisplayed, but nothing else seems to happen.

All users report the same problem. New registrations appear to fail. In fact the new user is created.

The notification email does not get sent.

I am currently fixing this by resetting the users password, and emailing them manually.

DokuWiki? uses PHP's mail() function so the problem has to be a server configuration issue.
